Good question! You're correct: if you have repeats, then you will need to generate more numbers. In fact, you should keep generating numbers until the amount of UNIQUE values you have (non-repeats) matches your desired sample size. In this case, imagine we want to sample 1,000 unique people but our random number generator only gave us 997 unique numbers (3 repeats). We'll need to generate three more numbers (assuming they're unique) to get our desired sample size.
