Sir, plz clarify If the official having more than one APAR for a particular FY, whether all periods must have very good benchmark for issuing MACP or any other strategy will adopt. If possible, DOPT orders may please be mention.

@@CareerPost for Group C officials, there is no review section in APAR ... Ther is a chance of multiple APAR in one FY.... In this case what strategy will adopt by screening committee

DPC will see overall grading. But, as per para 6.2.1(e) and para 6.2.3 of DOPT OM dt 10-4-1989, *the DPC should not be guided merely by the overall grading that maybe recorded in the ACRs(APARs) but should make its own assessment on the basis of the entries in the APARs as it has been noticed that sometimes overall grading in a APAR may be consistent with the grading under various parameters or attributes. Before making overall recommendations after considering the APARs for the relevant years, the DPC should take into account whether the official has been awarded any major or minor penalty . Hope this helps.

It’s upto the DPC to decide for that Year . Generally, they do uniformly for all cases in the year taking one yardstick in such circumstances. Sometimes, they need to see case to case also as all cases can not be equated . That’s why DPC is required ( human element is involved needs discretion based on various facts in each case); otherwise a computer will suffice 😂in which we feed a formula and take the output. APAR will be written by APS only. But, they will be got from APS and maintained by parent unit. Promotions will be given by parent unit only.

If we receive 2 APARs in one financial year.in 1st one we get 5 and in 2and one we get 7.then will we eligible for MACP?

If the Group-C official reported upon has transferred to some other unit/Division and the reporting officer continuing in the post through out FY, then what is the timelines to written APAR by the reporting officer... Plz clarify sir ji

Sekhar ji 1. The reporting officer can write at the end of the FY. 2. But, when it comes to transfer of reporting officer, he should immediately write it and submit to reviewing authority who will retain in his custody and record his remarks at the end of FY.

Sekhar ji Specifically, you don’t find as it is. But, you can understand by consolidating few rules like the following: *Period of Reporting* In every department, confidential reports should be recorded annually preferably for the period covered by the financial year vide CS OM NO: 51/5/72-Est(A) dt 20-5-1972. 2. Report to be written within one month of expiry of *report period.* The annual report should be recorded within one month of the expiry of the report vide GI , DP& AR OM NO: 21011/1/77-Est dt 30-1-1978 Now you read combing the bold items in para 1 & 2 , you get your answer. All other exceptions are given specifically in the rules . By the way, don’t think these are old rules and replaced by APAR. only nomenclature has changed but the essence still exists. Hope this helps.

Sir should i do ITI COURSE for one year by taking gds leave(LWA)? Is it possible for me ,first taking 6 months leaves ,then join for 2 days , again take 6 months .

Visal ji 1. It’s not possible to do regular course while you are in job. But, you can do it as distance education /correspondence course without applying for leave. 2. Just a question from my side : if you complete ITI, what is your next course of action? Are you trying for other job ? Then consider attempting competitive exams than ITI that will help you to attain a good goal. However, if you wish to achieve promotion staying in the department, stay focused on department exams right from now. Hope it helps.
