"It's not a question of waiting out an election, what is proper...What's proper is you follow the wheels of justice. So right now there's a temporary restraining order by the supreme court against the ombudsman filing charges. In the end it's a question of whether the supreme court will allow the ombudsman to file the charges with the sandiganbayan(anti-graft court) and when the sandiganbayan will give the order for the arrest. So it's not a question of when I think it is proper. Its a question of when the sandiganbayan will make the order if it does."

STORYLINE:
Faced with endemic corruption and other social ills, new President Gloria Macapagal Arroyo said on Saturday the only way to build a brighter future for the Philippines is "leadership by example."
Arroyo, who took power on 20 January 2000 when Joseph Estrada was forced from office by huge protests over corruption allegations, realises she faces a massive task in trying to end the perception that cronyism is pervasive at the highest levels of government.
