It's Touhou, I researched. The very, very original was Suwako and Cirno's theme that got remixed into Kero (9) Destiny. Then it was re-remixed into Kasane Territory (the Vocaloid/UTAU version)

It's a doujin game, not an amateur game. The maker is a brilliant programmer and composer. His art is getting better, too. This song is Kero (9) Destiny, a vocal adaptation of the extra boss Suwako's theme Native Faith from the tenth Touhou game Mountain of Faith (yes Touhou is so popular it has a whole culture of fan derivative works surrounding it).

They are from another one of Hidekaz Himaruya's projects/works, and If I remember correctly they're named Naoto(the 'girl'*CoughcrossdresserCough*) and Yamato (the blonde one). Hope that helped~! ^^
