There's no official date stamp, and the fact that Layton is set in Victorian times complicates matters. But assuming that it is canon, the most likely date is early December 2018, right before Glen Elg was murdered. It can't be any earlier than October 2018 because Maya mentions Luke Atmey's catchphrase, it can't be any later than March 2019 because of Phoenix's cameos in the Investigations games, and it must be in early winter because the Storyteller's Tower is cold enough to warrant a complaint from Luke, who is dressed warmly, but not cold enough to produce any snowfall.
