Lihaku isn't a eunuch, he's a military officer. Only eunuch man are allowed to enter the rear palace, except of course the Emperor. Whenever we've seen Lihaku has been outside of the rear palace. For example the garden party took place in the imperial gardens. Also Gaoshun was sitting in the military officer section, not minister.

The marks on the forehead is a type of make up used back then , I think it symbolizes nobility and beauty.
