Hey ! I was in Victoria last week Monday to Wednesday (For job interview, didn't get it though). I wanted to meet Nielson but didn't see him on all 3 days D: I also looked through the entirety of the dollar rare box along with the $2 rares. Picked up a bunch of stuff. Good work. While I was amused by the earlier guesses in the comments, this is the correct answer. 21-gun salute for the Lieutenant Governor (the Queen's representative) upon the opening of the new session at the legislature. I'm always amused by how many local friends are puzzled by this every year. To be fair, most people don't care about when the legislature is in session, and you can't hear the howitzers outside of a few block radius downtown.
