There was a similar story on Reddit. OP’s older sister had three different kids from three different deadbeats. One day, she had dumped them at her mother’s house. OP was still studying. Both of them decided to put the kid for adoption. Mum was too busy working and she was barely at home. A few years later, the older sister returned, and when she’d asked for her kids, they simply told her what had happened. As you could imagine, all hell broke loose. Apparently, she had a nervous breakdown, and was admitted to a psychiatric ward.

the orphanage - you mean CPS? + If they're neglected by their one bio-parent, and the other legal parent isn't in the mental condition to take care of them, wouldn't the real agency try to look for the biological fathers? or the one other bio-father we know of trying to get custody of his child*? And where is the police in all of this? three little children wandering between towns and no one cared to call 911, really? * since it's unclear how she got custody in the first place, this could be his chance to get custody taken away from her since this is a well-documented case of child neglect and child abandonment the only thing you got semi-right is, that the kids would stay in a government facility as long as their parental situation is unclear, but that would never be an orphanage since these children aren't orphans obviously
