I was a manager over 13 employees and had 2 secretaries. An employee like this Nellie would have gotten a written warning and I'd never engage in the conversation they had.

YES! I was thinking she let that go on for far too long. Less than half-way through the babbling I was thinking, "just tell her to get to work or she's fired already!" and "Well, tell her she can go home early and not bother coming back." That shouldn't have been more than a 5-minute text conversation, even allowing for slow typing, which you know she's guilty of because she'll have those huge long claws. But of course that doesn't make for much of a story.

I had 30 employees and a trip to HR would have started the process to fire her for not meeting work expectations. All of which would have been documented.

How did Nellie ever get hired in the first place…and how does she still have a job? Yes, it would be better for everybody if Nellie just went home…forever. Ah, nepotism. Ugh, a CEO, there had to be a CEO in the story.
