Apply Motion Blur in Adobe Photoshop CS4/5 (Simple Tip)

In this next Photoshop tutorial, i'll show you how to apply Motion Blur to moving objects in Adobe Photoshop. In this tutorial, i shall be using Adobe Photoshop CS5. We're basically going to apply motion blur to the background but will focus on the runner in the image

Any idea how to BLUR only the eyes on a face ? i want to have rectangle to cover onyl the eyes , later i will add tracking so it will stay on the eyes. thanks for the help anybody
