Applying for a CAQ

Is it normal if I selected myself as sponsored when applying CAQ and after applying study permit I choose my brother as sponsored (his bank statement) ?

Can I get my visa without the CAQ. Can I apply for it when I arrive Canada

If you are going to a college/university in Quebec then you have to apply for a CAQ first before you can apply for a study permit (study visa). otherwise the study permit would be refused
