For now, USCIS will accept applications, but cannot issue approvals. I'm continuing to submit applications because the chances of being approved far outweigh the costs of applying.

Hi 👋 I had a question. Can someone give birth in the U.S. on a tourist visa or would that result in legal implications?

Yes, somebody can give birth in the US without violating the terms of the visa, however there have been times in the past where CBP has denied somebody's entry into the US when they were noticeably pregnant.
