I don't like how the method for websters and jackson are trail and error when trying to get the final allocation - not very time efficient especially when taking a test... isn't there a formula that guarantees the final allocation in just one shot?

At least as far as tests go, I suspect most questions would only need you to modify the divisor to a whole number that is less than two bigger or two smaller than the standard divisor. If you can use graphing calculators on the test, then you can also enter more complex expressions (like the floor or round functions) and then scroll back up and select and modify them.

Hamilton doesn't round

You can think of Hamilton's and Jefferson's methods as always rounding *down* (aka chopping off the decimal part) the quotas to apportion seats, whereas in Webster's method, you use the usual rules of rounding (rounding up only when the digit to the right is a 5 or greater). Also, in Hamilton's method you deterministically assign additional seats based on which states have the highest decimal parts of their quota, while in Jefferson's and Webster's methods, you revise your allocation by modifying the divisor and recalculating the quotas.

with 20 seats, share among states with population [10, 5, 9, 1, 3, 2, 8], a divisor cannot be found as all the values seem to round up or down together. With the divisor being 2.0000000, 21 seats are given out. At 2.00000001 , 18 seats are given out. I believe with infinite decimal places the situation would be the same. What would happen in this situation?

I would say : use Hamilton's method, but only in the states where the asigned seats differ in the 2 allocations. In this case, aply Hamilton in states 2, 3 and 5 ; with populations 5, 9 and 3 respectively. Keep the rest with the common figures of both allocations.
