That's a Metal Slug successor, developed by the Division 6, a Swiss indie developer. It's not a ROM hack or anything, but a brand new game... or a demo version at least.

No, I am an undead. There was some other guy that managed to grind 683k points. No video and he said he won't do it ever again, as it requires stalling the APC for a very, very long time to farm it's missiles
