Honestly with the way FH5 map has more long roads suited for speed compared to FH4, i think starting at top of S1 and further upgrading, with all cops capped at A is easy mode. Either have one or two as inteceptors, capped at S1 or limit yourself to 850 at beggining and dont go above 900.
