Ambassador Riyad H. Mansour, representing Palestine at the United Nations, emphasized the importance of enforcing the Gaza ceasefire resolution using Chapter 7 measures if Israel refuses to comply.
He commended UN Chief Guterres for his efforts towards achieving a ceasefire in Gaza.
Mansour stressed the need to protect Rafah where the Palestinian refugees, forced from other parts of Gaza are living under fear of Israel's assault.

A lot of people don't remember this but the original UN resolution that admitted Israel as a member in 1948, was contingent on Israel respecting the two-state solution with borders as defined in the original UN resolution partitioning the Mandate territory of Palestine. IE 1947 borders, not 1967 borders. Strictly speaking Israel should be expelled from the UN until it meets said conditions.

It's better to be non-binding, otherwise there's the risk of a big demoralizing effect over UN, once again. Israel won't stop while there are hostages, rockets and fighters. Sanctions won't affect too much Israel till the point of forcing a military stop in Gaza. And this would cause an internal political crisis inside USA, as lots of contracts and agreements would go to courts. This has the potential to destabilize even more the mid east, as Hezbolah is attacking daily. Will they leave Israel with no Iron Dome, shells or airplanes? Of course not! Cause of Hezbolah and Iran. And there's another issue. Those who sanction Israel, will be automatically sanctioned of Israeli components, patents and copyrights, what leads any economy and high-tech uses to get into trouble.
