As it stands, Egypt has more facilities and they are more developed in that regards, they have more to offer for foreign students who want to learn Arabic, HOWEVER, that's about to change إن شاء الله

Barakallah feek Ustadh. I would like to ask for some advice for a student who has studied an Arabic programme and at an intermediate level. How can you make that push in becoming fluent?

Wa feek baarak Allāh. Fluency comes after CONSISTENCY and PRACTICE. You have to be ready to exert the efforts and work hard when people are not working, do things that the average person may not think of (even if it means talking to yourself like I used to)... Constantly be obsessed with your goal, we're in 2023 and everyone is online, find some people around the world who are proficient in Arabic and befriend them and constantly talk to them. Don't be scared to make mistakes akhee.

May Allāh bless you also, he studied in Mauritania and in Saudi Arabia for close to 20 years, his main teachers are Shaykh Abdul Muhsin Al-Abbād and likewise Shaykh Abdul Razzāq along with many others however as for these two then he is is VERY well to known to them. The Shaykh used to teach mutoon to the children of Shaykh Abdul Razzāq الله يحفظ الجميع
