I'm a GM for an arcade. He's not wrong. Claws machines have a "payout" level set by the operator. Every location can set that payout level, except in New Jersey, by adjusting the initial strength and "win" strength. The standard I've seen across the country for places like chucky cheese and D&B has been 15-20%. The company I work for now has a 25-30% standard payout. The payout is calculated manually by the value of the prize and cost of the game and we run the numbers to get that magic 25% number.

Should've left the store, told a cop what happened and bring the cop to the store so they can check the security footage of the day you won the doll to act as proof that you won it. Heck, the cops might then want access to all the footage of the store to see how many other people won it too so as to require the store owner to procure more of the dolls to compensate the other winners.

A 20% win rate is the norm with some months being 15% and some as high as 40%. I've seen other operators that run 5% or less. The operator has to split the earnings regardless of wins with the location - 30% is standard.
