The best indicator: it exists if you can criticise goverment, top leadership and their actions. However there is and SHOULD be exceptions in free speech, most importantly it has to be controlled in wartime. And wartime is now (everywhere), that's why "free speech" is weaponised on mass scale in countries where it's "real" if you must call it, by their enemies where there is no or just fake speech. Thus it will be restricted (especially for prising and distributing enemie's propaganda), or alternatively it will help destroy the countries where it's weaponised.
