Not ONCE was Levi ever depicted as being even average height. He's introduced standing next to normal sized people and he's so much smaller. His lack of height is also visual storytelling to contrast the Titans; the Titans' greatest weapon (for a time) is the Colossal Titan, which is much bigger than the others, while humanity's greatest weapon is much smaller than everyone else.
