Magneto didn't start off evil, he was just broken at first, but then led him down a path which turned him evil. He started off killing Nazis, but then just started trying to kill everyone who wasn't a mutant.

Anyone can say that a villain is justified in their actions, but the only way they can really be justified in committing heinous acts is if they had gone through every possible alternative before jumping to the more sinister route

I think Doof just had more C-PTSD than being a straight out villian, I've heard trauma can affect a person badly so it makes sense for him wanting to get back at his brother for all the love he missed, that's why he's a good (or at least it seems like he tries his best) parent, considering how much he flashes back to his trauma in the show before showing off his invention proves that he most likely just has severe C-PTSD

Bro it's sad enough that you don't know the back story of Doofenschmertz. His parents were literally the most neglecting people in the world to the point that they were both Absent to his own birth, made him stand outside as a garden gnome for years, had a clear favorite child (his brother Roger) and flaunted that in Doof's face. He makes all these inventions and creations and all around tries his best to be there for his daughter, who treats him like the average teenage daughter to their dads during a b**ch phase.
