why do you expect the shockwave will stop near the opened valve? it will pass through and ruin the valve at the sucking line inlet or even pump itself.

Funny animation, water hammer caused by impact of the back flow of the mass with specified velocity, evacuating air upstream didn't help eliminate water hammer.
