Borrowing or securing loans for dead refineries which pass for scraps don't make sense to me. Nigeria should cut its losses on the refineries, instead of pouring more funds into them. Those facilities, maybe except for the one in PH, are scraps. They should be sold to "iron bennders" to to dismantle and use the metals for something else. Even if they manage to get them running, they will continue to break down. By the way, why continue to pour funds into them? I would rather the govt increase its state im Dangote refinery to 20% with the momey that is being wasted on those sick refineries. The govt can also negotiate with Dangote refinery to offload another 15-20% stake to be sold to Nigerians via the NSE. This will address the security and monopoly concerns of the refinery.
@bafeiles

It was the same Nigerians that shouted when Obasanjo regime originally wanted to sell the Port Harcourt Refinery to Dangote. President Yar'adua in response to "public" outcry later cancelled the sales plan. See where we are now.

Mr Kelvin, be reminded that section 13(2)(b) of same regulations you quoted provided for sanctity of contracts even if there is a shortfall in DCSO. So the option is you either curtailed new production or you allow contracts to free the oil through expiration but not regulator forcing a breach where there is no force majuere. Please be guided accordingly.
