(puts on nerd glasses) In terms of combat, Neru probably would win. Smaller body = smaller hitbox. And Neru's win condition is close range and Renge got a slow rate of fire with that bolt-action gun letting Neru get up close with her SMGs. Case and Point, Neru kicks ass in STILETTOS. Renge could possibly win if she had the upperhand or had a lucky shot, but considering a single bullet usually would not be enough Neru would probably just tank a shot to win. Even more so considering Neru works with Karin, giving her some understanding about the weaknesses of long range combat for her to exploit. In Renge's defence, she'll put up a good fight as I assume Hyakkiyako probably relatively narrow streets, and I assume frequent confrontations with the Mouryo esp during festivals gives her some experience in combat in dense close scenarios. This would make it harder for Neru as I think Renge would be good at keeping her distance, esp if she is familiar with the surroundings. If you want to bring game mechanics (as there does seem to be some minimal relationship between damage/armor types and the student lore), Renge deals Sonic and has Heavy Armor. Neru has two forms, one which is Penetration/Light and the other is Explosive/Heavy (don't know why her in a bunnysuit is "heavy" armor but who am I to argue against bulletproof students). This would put Renge at a disadvantage, as Renge would deal Neutral or Resist damage against Neru, whereas Neru could deal Normal or Weak damage against her. Renge as a Back has relatively low EVA and HP, probably to indicate that she is more used to confrontations where she has the range advantage. Neru has high EVA and HP, feeding into the fact she could just simply dodge and tank Renge's shots.
