Arizona Off-Road showcasing Native Land" - Why do native tribes allow this on their 'protected land

sad fact. recoccuring scene. trash on Native land. appears to be planned. 100 trashed washers and dryers , 100s of trashed tires? no way to say this heaps of trash wasn't don't planned, by assholes.
and if I'm wrong about the trash origin, I would happily admit it. but in my public park and native reservation off road exploring. it's a FaCT.. trash everywhere!
