I need an explanation on how population growth does not affect the water supply in a desert when thousands cross the border everyday. Recycling does not seem to be enough as a part of water conservation. By the way, the tribes are fighting for their water rights since the snowpack. Also, I'm not sure negotiation with Mexico is a comfortable component since they just joined BRICS to bypass the US dollar - besides they had their own drought in Northern Mexico.
