No, you should be able to continue leveling. You might not see engrams above level 12 to start, but they appear as you continue to gain xp

Yea, that definitely sounds like a difference in the phones. If it's bothering you, you can report it to wardrum as a bug and they should be able to fix it at some point

You'll have to level up quite a bit, around level 20-21, then use narcotics and regular stone arrows to make them
