You can punch the larger cactus plants ( no tool fist punch) to fill your water and get a little sap in your inventory for a bit more water. If you have the Bobs Tales DLC the shovel can dig up a small bit of water that you can either drink or if you have a container in your hot bar you can use it to fill or partially fill that container (water skin/jar/canteen). You can also stack (at least the vanilla ones) water tanks to create a water tower if you are far away from ground water, allowing you to have a lot of water pretty much anywhere.

Tbh I think this is normal now in gaming... every game sells some sort of additional DLC with things you cant get in the base game for an extra price. Its not just Ark doing this...
