The video you will see today was provided to me, by the Arkansas State Police, and will follow along the dash cameras of Trooper Michael Springer, and Trooper Shawn Ellis.
The full report from Trooper Michael Springer, will be posted below for your review.
"On April 10, 2020, at approximately 6:38 AM, Troop H Dispatch advised that Sebastian County Sheriff’s Office was requesting assistance in pursuing a black pickup. The suspect vehicle had driven through several traffic lights without stopping and was passing traffic on the shoulder of United States 71. The pursuit started in the area of Ingersol Circle and U.S. 71 at approximately 6:36 AM by a Forest Service Law Enforcement Officer. County deputies became involved shortly after the Forest Service Officer initiated the pursuit.
The pursuit had traveled south of the Witcherville area and then began traveling back north on U.S. 71. In the area of Young Ridge Road, at 6:47 AM, just past the end of the four-lane, I observed the suspect traveling north at a high rate of speed. Three marked police units were following the suspect vehicle as it entered into the four-lane. As the units yielded
to the right, I became the primary unit in the pursuit. I advised Troop H Dispatch that I would be attempting to initiate a Precision Immobilization Technique (PIT) to end the pursuit. As I moved into a position beside the suspect vehicle, the driver veered towards my unit in an attempt to block the PIT maneuver.
As we traveled north on U.S Highway 71, when traffic was clear and the roadway was open, I made multiple attempts to position myself to initiate a PIT. The suspect vehicle would continually block these attempts by veering from one lane to another and sometimes brake hard while traveling at speeds over 90 MPH. At the intersection of State Highway 10 Spur, the suspect recklessly passed several vehicles while driving on the outside shoulder.
Approaching the intersection of State Highway 45 East, the suspect, once again, started passing several vehicles while driving on the outside shoulder. As I moved to the inside shoulder to pass northbound traffic, Trooper Ellis became the primary unit in the pursuit as the suspect traveled through the intersection of US71 & SH 45. Trooper Ellis attempted to PIT the suspect multiple times but was unable to do so due to the recklessness of the suspect vehicle.
Near the intersection of US71 & State Highway 255 (Zero Street), the suspect traveled across a parking lot to bypass the intersection and began traveling east on Zero Street. The suspect traveled through multiple intersections at a high rate of speed, placing motorists in the immediate area in danger. In the area near 66th Street, the suspect traveled into the inside westbound traffic lane that was occupied by westbound traffic. Motorists were forced to veer out of the path of the suspect.
Before the east driveway entrance into Ben Geren Park, Trooper Ellis was able to initiate a PIT. As a result of the PIT, Trooper Ellis and the suspect vehicle collided a second time. I advised Troop H Dispatch of the collision and requested EMS. The suspect sustained fatal injuries."
End.
