During this summer and autumn, I will do a F2P challenge of farming 300 pulls for the next limited banner in Arknights CN ( right after Pepe's one ). Yes, i also have a 2nd global account F2P trying to save for full 300 pulls for Wisadel and maybe can spark an extra operator.

Should I pull for ascalon before w alter or save because I saw that there is a new joint operation in CN with 4 ops that I don't have.

If Ascalon is the operator you want the most then you should go for her rate-up banner before W Alter. Otherwise, you can wait for the joint operation banner featuring Ascalon as well, but the chance of getting her is 25%.

Her limited banner will be the next one after Shu, so about 3 months from now.

Assuming from the time of this comment you've gained around 30 pulls You'll need around another 186ish pulls to guarantee a spark (remember free pulls on Walter banner) Average pulls per month from F2P is around 35 assuming that you're doing all weeklies and dailies and buying tickets from event shops Given that Walter is in 2 month's that gives you another 70-80 pulls I'd say you're a bit short, make sure that you're completing event stages and doing old annihilation stages and paradox simulations Also gold cert shop for more pulls, you can probably do it

You can keep saving for Wisadel. Although Shu has great utility, she is not a must-have, especially if you already have Saria. If you want to do 300 pulls to spark Ling, I guess it's worth it in a way. Otherwise, just patiently wait for the next limited banner featuring W Alter.
