RI is like a scalpel, better than most anything in the right situation, but the large militaries of Terra, including Ursus, are sledgehammers that crush whatever they're directed at. The Infected patrols are effectively the dirlewanger brigade from the Waffen SS, good at terrorizing civilians but absolutely fucked against trained opponents. Especially if they have the borderline godly powers some of our ops do. The full scale armies of Terra though could easily crush Rhodes through sheer weight of numbers if they wanted to and/or pound the landship go dust with artillery. That's withholding the existence of their cream of the crop which engage true daemons at the far edges of the known world. And win.

Gunpowder don't exist in this universe Guns do exist but they work very differently, there's magic in this world and so do magic staffs Guns in this world are basically staffs, the complicated part is that the bullets are also staffs, so you're basically firing a magic staff out of a magic staff, and you're required to control both of them at the same time cause if you fail your gun would end up jamming, become as harmless as a nerf gun or worse blow up in your hands So yeah you need to be a very good mage just to use guns in this universe, or be born as one of the race whom are natural gifted at using guns
