is this event like permanent or nah? I am a new player that reached 4th episode and i dont know how arknights really works. Also, how do you get ascalon? is she part of the event or do i need to pull her? I dont see her in any banner so i dont think so.

this is the newest event in CN called Babel, which is a time limited event. Ascalon will be available in headhunting during that event.

Also, CN (China) server is 6 months ahead. the rest is Global, Japan and Korea have the same pace, and Taiwan is the last ones.... That event is a side event, so it will not be permanent (until the next rerun, and then will be added in Intermezzi tab)

Events work like this: Events first appear in the CN server, then 6 months later JP and EN gets it and then other servers get it with their own delays. There can be delays and changes to that so it doesn't have to be exactly 6 months later, for example CN's summer event is our anniversary. If the summer event doesnt coincide with our anniversary, they would play around with schedule and make it actually coincide with the anniversary so some stuff can be pushed forward or backward depending on these main events. After some time has passed, the events do a rerun. CN does reruns simultaniously with the new events if the occasion arises like how they reran Undertides Rerun simultaniously with Stultifera Navis or more recently, Typhon event and IS4. As far as I know though, no other server does this so you'd get Typhon event and IS4 back to back just like how we did when they arrived. Reruns has the same amount of event items (Furnitures, Welfare op..) but their cost are inflated since the shop has less of other materials (module materials, ascension materials, chips...). After the rerun ends, depending on what type of event it is, they either go into the Intermezzi section (If they are related to the main story) or Side Story section (If they aren't related to the main story) inside the Terminal (Bottom of the screen, 3rd and 4th buttons from the left). When they appear there, you can replay them again and get the OP (premium currency you use to buy skins) on first clear reward and most of the furnitures for the event specific Dormitory theme, but you can't get the achievements for that event anymore. After even more time passes, that event gets a record restoration which means you can get the welfare operator and its potentials, the event specific furniture which completes the event themed Dormitory theme and a profile picture themed after the event depending on how many stages you got 3 stars on. If you haven't participated in the initial event or in the rerun at all, like creating your account after these events and their rerun have ended, you get 2 keys per week for both Side Story and Intermezzi sections (indicated on top right) which you can use them to unlock the events and play them. This event just released in the CN server yesterday so if youre in EN server, you will be getting it around 6 months from now. Debut banners like Ascalon's work like this: Initial banner brings a special banner which debuts an operator like Ascalon. These banners can be identified from having only the new operator on the banner art and noone else. These banners has less chance to give you spook characters, so you get 50% chance to have Ascalon. These banners also have 150 pity just like normal banners so its an excellent place to get these operators. When the event the operator debuted in gets a rerun, the operators banner gets a rerun aswell. After this banner ends too, they can appear in a rotating banner randomly. Six months after the rerun banner ends, they become the shoperator for the first time (as in they come with a rotating banner and they appear in the shop for 180 yellow cert for the duration of that banner). After that point they can randomly appear in the shop. If I recall correctly, six months after they become the shoperator for the first time they enter into the Recruitment pool and you can recruit them by searching with the appropriate tags selected.
