I always thought that one athletic commission doesn't have any jurisdiction over another athletic commission's domain. I.e. Arman is suspended by NSAC only. It's only custom that the UFC and other commissions honor suspensions from one jurisdiction in all jurisdictions. But even then, the guy with one eye can't get licensed to fight in the US, but the UFC has him fight in other countries.

Those sorts of rules are interesting. I happen to know a lot about Barbering laws. If your barber's license gets suspended, there are specific rules for when you are suspended, no matter what you are suspended for. But, there isn't a whole lot of manpower out there enforcing the rules. There simply isn't enough people to go around making sure people aren't breaking the rules. But... if you get caught breaking the rules (ie: barbering while under suspension), the consequences can be pretty severe. Not excluding permanent revocation of said license. Pretty serious stuff.
