They are LED's. They're commonly used in video to create better separation between the background and the subject in the video, plus they look cool;)

Horn is the only brass instrument that plays in woodwind groups. It's very common to see woodwind groups with 1 horn player.

A French horn is brass and not a woodwind, thus the name wood...wind.

I played French Horn for ten years. During that time, a late band director told me that woodwind quintets, sextets, and other such arrangements were thus labeled because they were woodwind-majority, not woodwind-only. He stated that composers, in general, include at least one French Horn because of the sound it contributes. I agree that it's weird, but I hope that this clarifies the matter.
