The newest episode of Black Lightning his daughters girlfriend is reading The Outsiders comic so maybe on their Earth he's fictional, but exists on Supergirls Earth and Earth 1&2? Dr Manhattan was responsible for the creation of the New 52 timeline, as well as DC Rebirth and the recent Doomsday Clock series that put everything back into place. If you don't own certain ones and can't "lease" the rights to certain things, names, costumes, even catch phrases, you don't get to use them. If you do use them without "permission" aka financial compensation, you get sued and lose your cred in the industry. Two of the worst and most confusing "worlds" that involve Copyrights and Trademarks are the Superman and Batman "Worlds". That's because DC wasn't very good at tying up copyrights and trademarks back in the day. Stan Lee got as famous in the movie and tv industry not for his creation of superheroes and comic book stories, but because he tied up numerous copyrights and trademarks pertaining to his work. He really was the first one in comic books that did it. There is some leeway in what is called "Fair Use" where you can use copyrighted and trademarked material in certain situations and not get sued. Plus, if you keep your use short and quick and it isn't plastered all over the world, nobody that does the lawsuits knows to come after you LOL. If they do, they often send C&D letters first because they don't want to waste money and time suing people that can't pay when they win LOLOLOL. My father-in-law, who is an award-winning actor and director doesn't even understand all of the crazy laws surrounding copyrights and trademarks. He tried to incorporate a "Batman" reference in one of his movies that he acted in and directed about him, his orangutan, and his brother in the "Underground" Fight World and they thought they had all the bases covered when they didn't. That reference had to be cut from the movie AFTER it had already been released. It was a very costly mistake, one he has NEVER made since LOLOLOL.
