Sorry to say, but you have really confused the whole topic. Whether the consumer welfare will increase or decrease depends on whether he is a seller or consumer of the good. More Importantly, welfare depends on whether he wants to be a seller or buyer after price changes. Whole idea of prices changes lies in it and you missed it.

@@ratherkashif9 no it doesn't It depends on what he was initially consuming. You cannot judge the final welfare without the concept of revealed preference and that is what the book does. How can you judge whether consumer decides to remain buyer or become seller after price change ? You cannot mug up that if price changes in a certain direction consumer will become buyer/seller
