In-game, the Sawed-Off shotgun uses various types of ammo - shells, incendiary buckshot, slug and explosive. Out of the two standard ammo types (shell and slug), slug is by far the best in terms of accuracy, damage and range. When you take this into account, you'll notice the difference between the two. I wonder if he was using shells and hadn't cleaned the guns in a while, as this could impact on the firearm's performance and even cause them to be, as he says, defective.
