Certain reforms can be made like Expeditious enquiry against concerned officer ,appoint members of the enquiry panel that has no business with concerned officer so that impartial judgement can be delivered apart from this the enquiry must be time bounded not exceeding more than one month.

So you have to decide ki power ka use kaise karna hai. Ethics must not be limited only upto GS-4. 2nd ARC Recommendations: Article 311 of the Constitution should be repealed. Simultaneously, Article 310 should also be repealed.
