HW question answer - E. Both 1 and 3 are reasonable COA. For those who have marked only option 1 as their answer, think it this way, whenever big airports make a profit the money comes to the government, which the govt can use in any manner or in any scheme. That's how any govt works. The passage does not mention that you have to ignore any development in the bigger airports. So there is nothing wrong with using the profit money for the betterment of smaller airports, as in the future the govt will be getting profit from those airports too. Please let me know what you think or correct me if I am wrong.
