That’s not really how Pennywise’s power works. Let’s say I’m scared of spiders and pennywise turned into a spider, that doesn’t automatically make pennywise stronger. You have to be scared of pennywise himself for his powers to take effect, that’s how they were able to beat him in chapter two, they stopped being scared of pennywise even though they were scared of the things he was turning into, Oscar knows how pennywises powers work, and he also thinks he’s pathetic, so it’s unlikely that he’s scared of him.
