I learnt reading from the internet information that the hospital (and/or some other) authority prevented the police from charging the guy with committing the offence of rape. During those time, not only people, such as the rape victim and the close relatives of the rape victim were terrified at the thought of carrying the stigma lifelong but authorities like the hospital deans, school headmasters also were eager to brush aside or hush up the cases of rapes if it had happened within their jurisdiction. That is the reason this guy was not charged with the offence of rape.

Rape could not be confirmed as no semen found during medical examination. People throw fit every now and then (Road-Rage, name calling, Bullying etc.). Person already got defamed, lost reputation and had borne hatred of the common people, being termed rapist. Plus already he faced the punishment. I say this fellow got jail only bcz this case turned political owing to the hype it received in media . On top of that he was no industrialist who could buy the judge or opposition lawyer. Let's see what judiciary has to offer in Unnao rape case. Big people very rarely get convicted. It is lower or middle class that becomes part of the conviction statistics. Even Court judges have to show conviction rate.
