She didn't explain it very clearly. To determine the priorities, you have to first look at the atomic number of the atom that is bonded to the carbon. In the case of chlorine, it is directly bonded to a carbon, so you look at it. In the case of the COOH group, you look at the oxygen in the OH group, since it is the one bonded to a carbon. Then, compare their atomic numbers. In this case, chlorine has an atomic number 17 while oxygen has 8, so it takes the priority. In case you are comparing ones with groups, and you find out that the first atom bonded to carbon in each group is the same in each, just keep looking further down the group until the one bonded to the closest atom to the carbon has a greater atomic number than the other side you are comparing with. The mass number only comes into play when there are isotopes, and this is the last resort. If you find a carbon 14 instead of 12, only prioritize its side as again, a last resort. I know this is a late reply, but better now than never.
