An interview conducted in this passive a manner can only be as interesting as the interviewee. And so, since the interviewee is Rosanna Arquette, it ends up being just a terrific and interesting interview.

You hit the nail on the head here. That is, in my opinion, exactly the point of this style of interviewing, to let the interviewee stand out, and therefore taking away any and all distractions around. Also, the monotone way of speaking and by wearing dark sunglasses, the interviewer takes away any distraction of himself, even by taking away eye contact. It completely lets the spotlight be on the guest.
