Yes of course the right answer is 3. In E there are no benefits mentioned of traditional method but lot of disadvantages are mentioned.

In last para they have mentioned drawbacks of traditional methods over broad one, in terms of Construction waste and method!!! Then why examining the overall benefits isn't answer?? Kindly explain...
