Can water damage from a flood cause asbestos floor tiles to become friable when they weren't before? The flood water caused the floor to develop a bunch of holes and chip and the holes look they have the white powdery asbestos residue in them, that would easily become airborne if you were to scrape it with something rough like sandpaper or something.

My wife and I recently purchased a home built in the 1920's for the two of us and our small children. Because of the age of the home there is some white asbestos tape on the ductwork seams. Most of the tape is intact and my understanding is that if left untouched it should be safe. There is however a few seams of tape that seem to be cracked and deteriorating. They appear to be friable but cannot confirm that because I don't want to disturb it. My question is, the ductwork is in the basement and much of it is fastened to the floor joists. Could walking on the floor cause the compromised asbestos to release fibers into the air? I'm deeply concerned about my children being exposed. Any feedback from an expert or professional would be deeply appreciated.
