Nope, but the song's origin wasn't B flat or E. It was actually slated so a fiddle would have a bagpipe sound. Its origin is actually an Irish dirge. It's in America that its transition to a happier song occurs.

It was originally an Irish dirge. It is a story of the Irish, in the French Army, who had to retreat from Waterloo. The drums are a rendition of marching feet to a drum beat, that old Armies used to set the marching pace. That's a short history of the song. a few years late.
