If there are forces that speed up one part of the liquid and lower the speed of the other part why the ability to flow depends in viscosity? I mean the net effect would be zero momentum transfer (conservation of momentum) so why viscosity matters?

That is the case of ideal fluids ....

The case you are talking about is the case of ideal fluids where viscosity is zero, further more ut isn't only momentum tranfer that results in deformation in fluid , cohesion of the fluid plays its role.. Also size of the molecules plays the, take the case of water it has strong hydrogen bonds betweeen H and O atoms, but it is less viscous than honey why because size of the molecules is small..
