Inoue tactics is hugging then punching.. As u can see Mindoro throws a lot of punches and it hit Inoue very clearly that's why Inoue nearly lost its balance several time. While Inoue uses his head in close and then hugs & punch Mindoro. The draw decision obviously in favor of Inoue to avoid losing lots of money also losing their ego to the people behind Inoue.

Jab? 6:54 . He is not lack of jabs. It is just both fighter want to fight in fighting and toe to toe. He prefers looping punches like over hand and hooks but it consider technical and accurate punches because he execute it with high percentage with a snap and a wip.
