Answer is 3. Why? Because people with asthma is expected to be out of breath & wheezing. But sudden “IS. Out of breath with heart failure with a chance of getting choke from their own sputum is priority.

Client is experiencing ACUTE PULMONARY EDEMA (fluid filling the alveoli) this guy is drowning basically VS that asthma guy is still getting some o2 ,yes he is have broncho constriction but still getting some o2. That what I believe is the explanation. Who know
