You have no idea who this person is or what he's actually going to do with the money, he could just be a scammer keeping it for himself. I think for most people the only way they would lose their card is if they lost their wallet as most people always put their card straight back in their wallet after they use it, so if your wallet is lost you wouldn't have the dollar anyway.
